My boys were also a month early and absolutely hated tummy time and using a Moby with twins....disaster. Instead of getting on the floor with them, I put them on top of me and interacted. So, they were on their tummies and I was their personal floor lol they enjoyed that much more and started attempting to lift their heads on their own. Then I transitioned them to a pile of pillows in a “hill-type” position. Again, not their favorite and it really tested my patience but they liked it more than being flat. As for the busy moments, they were happy in a bouncer with dangly toys in front of them. It won’t help the flat head but at that age, their heads are still relatively soft and you can help ‘shape’ them when you can. My boys still have a small flat spot but it’s not noticeable and I’ve heard from a few specialist that it doesn’t effect their development at all.
