My grandson is almost 31 months. He can recite nursery rhymes but he does not talk. Is that normal?

If he can recite nursery rhymes he must know a lot of words! Have you taken him to a speech therapist to be evaluated?

You can get a free assessment from Early Intervention in your area (might be called something else where you are). They will rule out things that might prevent talking and suggest programs or therapies to help him talk... but yes, he should be talking. My kids are 22-months and are in speech therapy to help them communicate and will start pre-k to encourage more talking.
