UTI or potty training reaction?

My daughter has been reaching at her diaper and in a whimpering voice saying “peepee”. We have been starting potty training so I can’t tell if it’s from that or if she has a UTI and is pain. She has no other symptoms of one but when I put her on the toilet she doesn’t go either so I’m at a loss. Any advice from moms who have had little ones that have had a UTI or potty training moms?

    My daughter has had 2 UTIs already, and every time she gets REALLY fussy and fever. She won’t eat, and it’s almost like she was teething but the fever didn’t break until she got on antibiotics

    Also, I’ve been sitting my daughter on her potty just so she can get familiar with it and she will take me to her potty and say “peepee” and sit for 10 mins and nothing comes out either
