- Virginia offers free Pre-K through the Virginia Preschool Initiative (VPI) for children who do not qualify for Head Start. The VPI eligibility criteria includes: family income at or below 200 percent of federal poverty guidelines, homelessness, parents or guardians who are school dropouts, and children with disabilities or delays who are eligible for special education services under the Individuals with Disabilities Education Act, regardless of household income.
