- North Dakota provides free Pre-K in districts that receive Title I funds. In schoolwide programs, all children within the attendance area are eligible. Some programs, however, apply multiple criteria, including teacher evaluations and developmental assessments, for student selection. Family income may be one of the criteria but not the only one. Children who have been in Head Start, previous Title I programs, or those who are homeless qualify automatically.
