- In Virginia, children who do not meet the requirements for Head Start can still access free Pre-K through the Virginia Preschool Initiative (VPI). The statewide eligibility criteria for VPI is: family income at or below 200 percent of federal poverty guidelines, homelessness, parents or guardians who are school dropouts, or children with disabilities or delays who qualify for special education services under the Individuals with Disabilities Education Act, regardless of household income.
